Michael George, representing the Academic Standards Committee, presented a new Withdrawal (Resignation) policy.  This proposal updates the withdrawal policy to agree with the new drop policy.  The policy was passed unanimously.

Submitted by the Academic Standards Committee

Withdrawal (Resignation)

A. Proposed Rule

Effective Fall 2006 a student who wishes to withdraw (drop-out) voluntarily from U.T. Arlington before the first official University class day may do so by using SAM, eSAM, or must complete the proper Withdrawal Form in the Registrar's Office. A student who withdraws between the first official University class day and a point in time two-thirds of the way through the semester, session, or specific course offering period will be awarded a grade of W.  . A student may not withdraw (drop-out) after the two-thirds point of time in a regular semester. Withdrawal (drop-out) dates for courses in winter session, Maymester, summer sessions, or for those courses in shorter sessions which run concurrently to a regular semester follow an equivalent schedule. A schedule of withdrawal (drop-out) dates for these sessions may be obtained on the U.T. Arlington Registrar's Office Web page (www.uta.edu/registrar).

·         Withdrawal (dropping out) from the university during a semester constitutes withdrawal from all courses in which a student is enrolled during that semester. Upon official notification of the student's withdrawal from the university, the Office of the Registrar is authorized to enter the dated notation "withdrew" on the student's official permanent record.  No grade is posted if a student withdraws before Census Date of that semester or session.

·         A student who wishes to withdraw (drop-out) voluntarily from U.T. Arlington on or before the two-thirds point in time of a session, or the equivalent time in winter session, Maymester, or summer session, may do so by using SAM or eSAM.  After the two-thirds point in time in a session, or the equivalent time in winter session, Maymester, summer sessions, a student must file the appropriate petition with the Dean of his/her Enrollment College or School.

·         Until the two-thirds point in time of a term, or the equivalent time in winter session, Maymester, or summer sessions, a student may withdraw from any or all courses which began in the same session and will be awarded a grade of W.

·         After the two-thirds point in time of a session, or the equivalent time in winter session, Maymester, or summer sessions, a student who because of circumstances beyond his or her control finds it necessary to withdraw from any or all courses, must file the appropriate petition with the Dean of his/her enrollment college or school.  Reasons not acceptable include (but are not limited to) the student's performance in the course(s), lack of preparation for the course(s), dissatisfaction with the instructor,  or dissatisfaction with the subject matter offered in the course(s). If the petition is approved, a copy with the appropriate grade of “W” or “F” as stipulated by the Dean will be filed with the Office of the Registrar who is then authorized to enter the grade "W" or “F” on the student's official permanent record.  The instructor(s) of the course(s) will be so notified of this action by the Dean. If the petition is not approved, the student continues to be enrolled in the course(s) and a final grade must be submitted by the instructor(s).

·         Withdrawal from any and all courses shall not be permitted after the last day of regularly scheduled classes except when the student experiences a genuine emergency after the regularly scheduled classes end and prior to sitting for the final examination in a given course or courses.

·         Withdrawal from any or all courses shall not be permitted after the final examination in that course has been given.

·         A student who stops attending a course (or courses) and does not officially withdraw from it (them) shall have the appropriate grade as submitted by the instructor entered on the student's official permanent record for the course(s). Such a grade shall be based on the grading criteria used to evaluate all students in the course.

·         Exceptions to this policy may be entertained because of extraordinary non-academic circumstances.  Under such circumstances, approval must be received from the instructor, department chair, dean, and the Office of the Provost.

Note:  The following is already stipulated in the Graduate Catalog.  Graduate professional colleges shall formulate rules to govern withdrawal of their students from courses in their respective curricula, subject to the approval of the Graduate Assembly, and publish these rules in their respective sections of the bulletins.

B. Current Rule

A student who wishes to withdraw (resign) voluntarily from U.T. Arlington before the first official University class day may do so by using SAM or the Web. On or after the first official University class day, a student must complete the proper resignation form in the Registrar's Office. A student who withdraws after the sixth week of class in a regular semester or the equivalent time in a summer session will be awarded a grade of W if passing a course or a grade of F if failing a course. A student may not withdraw (resign) after the 12th week of class in a regular semester. Withdrawal (resignation) dates for courses in Wintersession, Maymester, Summer terms, or for those courses in shorter terms which run concurrently to a regular semester follow an equivalent schedule. A schedule of withdrawal dates for these terms may be obtained on the U.T. Arlington Registrar's Office Web page (www.uta.edu/registrar).

A question was raised about whether the university would consider purchasing software to detect papers downloaded from the internet.  After discussion, it was decided to refer the issue to the Academic Standards Committee to explore.

After the last meeting where the new add/drop policy was approved, it was brought to the attention of Provost Dunn that the undergraduate drop dates would now not be in alignment with the graduate program drop dates.  Provost Dunn asked the graduate program to reassess the policy to see if they could come to a similar decision in time for fall.

This pointed out the lack of communication between the two assembly bodies.  Provost Dunn said that while there are many issues that differ, there are some that could and should be coordinated.  To that end, Provost Dunn asked the Dean of the Graduate School to join the Undergraduate Assembly as an ex-officio, non-voting member.

Adjournment.  The meeting adjourned at 2:42 p.m.
