Proposed Changes to the Undergraduate Curriculum Approval Process

 

New Course Proposals

Because academic units are required to map individual course outcomes to overall degree program objectives, all proposals for the addition of new courses must include a brief statement of the student learning outcomes of the course and description of the assessment methods to be employed.

 

New Degree Program Proposals and Unit Effectiveness Plans

Because academic units are required to design a separate Unit Effectiveness Plan (UEP) with competencies and student learning outcomes for each existing degree program they administer, new degree program proposals, starting in the Spring 2007 semester, must include a draft UEP in an appendix that is linked to the assessment portion of the proposal.  Although the UEP would be created during the new program proposal process, actual assessment of student learning outcomes would be delayed until the assessment period of the next regular UEP cycle.

 

Michael Moore offered the following background for the process change.  The Graduate Assembly has already approved something like this.  It has been in effect for about a year.  Earlier this year, in anticipation of our SACS visit, the Provost Office distributed a memo that required syllabi have learning outcomes on them.  This is just rounding out that picture requiring us to think about learning outcomes when new courses and degree programs are proposed.

Report of the Registration, Calendar and Scheduling Committee.  Robert Gunnip presented the following report.  After his presentation, the change in the calendar was approved.

 

2007-2008 Academic Calendar Change Request:  Spring Break 

 

On September 26, 2006, the Undergraduate Assembly approved a 2007-2008 Academic Calendar recommendation from the Registration, Calendar and Scheduling Committee.  The recommendation listed March 10-14, 2008 as UTA’s 2007-2008 Spring Break week.  This recommendation was formed with input from Arlington ISD (AISD) regarding their 2007-2008 Spring Break week choice.  At the time, AISD was leaning towards their usual second week in March choice for the 2007-2008 Spring Break week.  An AISD spokesperson did state, however, that 2007-2008 would be their first year under the new later start date law for K-12, and that they could not guarantee a second week in March 2008 selection until their Board approved it.

On November 2, 2006, the Arlington ISD Board of Trustees approved the 2007-2008 School Year calendar that lists the third week in March (17-21) 2008 as their 2007-2008 Spring Break week.  AISD opted for the March 17-21, 2008 choice so they could include Good Friday holiday, March 21, 2008, in their 2008 Spring Break week.  This would save a school day on the end of their first extended calendar year under the new law.   

The Provost’s Office was informed by committee chair Robert Gunnip of the AISD Spring Break week choice.  Since UTA and AISD traditionally schedule their Spring Breaks during the same week, the Provost’s Office asked him to determine if UTA could still shift its 2007-2008 Spring Break week from the recently approved March 10-14, 2008 to AISD’s March 17-21, 2008 choice.  Gunnip, in turn, sought committee input for that determination and also consulted with MyMav functional leads to determine if any system issues would block such a move. 

Vice-President for Business Affairs and Controller Rusty Ward and committee member stated that he didn’t “see any reason why we can’t change it”.  

Financial Aid Director Karen Krause and committee member stated that she did “not see any issues from our perspective that would create a problem with moving Spring Break” and that “the pros outweighed the cons”, in her view. 

MyMav Student Records Functional Leader and Associate Registrar Richard Jimmerson stated that the 2007-2008 Spring Break selection could shift without impact to MyMav Student Records processes. 

Assistant Vice-President for Human Resources Eunice Currie approved the shift as desirable.

Associate Deans and committee members David Gray (COBA) and Lynn Peterson (Engineering) approved the shift.  Committee members Susie Libotte, Casey Frazier, Barbara Raudonis, and Sharon Passy approved the shift. 

            By majority vote, the Registration, Calendar and Scheduling Committee recommends to the Undergraduate Assembly that we move the 2007-2008 Spring Break week from March 10-14, 2008 to March 17-21, 2008, as identified in the attached calendar revision.

QEP Presentation.  Victoria Farrar-Myers gave an update on the QEP process.

            Essentially the QEP has developed in an institutional research project.  We’re using 12 pilot projects to look at the effectiveness of active learning as a technique in various aspects of the university.  We’re looking across the undergraduate experience.  We’re looking at the lower level large classroom.  We’re looking at the symposium level as well as the capstone level.  We’re then looking at it across the university.  The 12 pilot projects are representative of all but two units.  Those units did not submit proposals.

            The last thing we’re looking at is what kinds of active learning strategies actually work.  We’re going to do this research over the next three years to help inform us of what works, what doesn’t, where it works, how it works. There is a significant amount of analysis and assessment.  Although the QEP is focused on the next three years, it is designed to inform us over the next ten years.

            We are in the last throes of defining as well as developing our last round.  The draft itself is due January 15th.  It has to be in hand for the SACS reviewers.

            The onsite visit is scheduled for Feb. 26 through March 2.  They usually spend the first afternoon getting oriented.  They will have received and read the QEP and decided what type of groups they want to meet.  It is up to us to create those groups for them.  The next day they will have a breakfast.  I will do a 20-minute presentation and then they will set down that morning with the various groups.  My guess would be they will want to meet with the pilot project authors, students, and administration,  In the afternoon, they work together to draft a report.  The next morning they do an exit interview.  At the exit interview, we will know if they have any recommendations that we need to address.  We will know the analysis of that onsite team.  Before they leave here we will know if there are things we need to go back and address or things that they would like us to tidy up.  The QEP calls for implementation to begin in Fall 2007.

 

            Michael Moore thanked Victoria for her work on the QEP.  We have received back the report from the compliance aspect of the onsite review.  The committee found six items.  They review multiple institutions at any one time and the lowest number they found was four and the highest 24.  Some of the items we knew would be issues.  We’re very optimistic we can satisfy these things.  It was a very, very good report and we’re very pleased with it.  The early report is quite good and thanks goes to Pam Haws and Institutional Research and Planning.
